  3. Dear High Level Resident: The purpose of this survey is to evaluate the performance of the Town programs and to guide Town Council in making budget and policy decisions. Your opinion matters to us! Please take a moment to complete this survey and return it by September 30, 2018. Thank you.

                23. 10. The second largest stream of funding for the Town lies in the utilities. The Town maintains a philosophy of utility rates covering the cost of operating the utility. An increase in services levels result in a higher utility rate. Likewise, a decrease in service levels may result in a lowering of the utility rate. If the change in service level resulted in a significant change ( + or – 5%) to your utility bill, what service would you like to see increase or be reduced?
