The form is available as a handy PDF-fillable document, making it easier than ever for local residents to register their pets, and is located on the Town’s website.

Pet owners are asked to take some time and carefully fill out the form to register their pets. The forms can be submitted by email to or brought to the Town Office to complete registration.

High Level’s Responsible Animal Ownership Bylaw 1023-23 was passed by Council and includes new provisions to ensure public safety and humane animal welfare standards. The new animal registration changes took effect on January 1, 2024.

All dogs and cats must be registered with the Town of High Level and an annual registration fee must be paid for each animal every January, as per the annual Fees Bylaw. If your dog or cat has a microchip or is tattooed, you can provide the microchip information to the Town and will be exempt from the animal registration fees. The bylaw also contains exemptions for extenuating circumstances.

You can only possess a maximum of four (4) domestic animals per household. For residents who owned four or more domestic animals prior to passage of this bylaw, you will be exempted from this limit. However, you are unable to replace or increase the number of animals over time. This maximum household limit applies only to dogs, cats, ferrets, and other domestic animals. It does not include animals that are normally housed in secure enclosures or aquariums.
