The Town of High Level is committed to expanding housing options and promoting affordability. The Residential Development Incentive Program, supported by the Housing Accelerator Fund, provides financial support to homeowners, builders, and developers who are creating or upgrading residential housing. This includes new backyard units, secondary suites, and multi-family housing.

Program Goals
- Increase the supply of residential housing in High Level
- Support the development of affordable housing
- Bring existing non-compliant backyard and secondary suites into legal compliance
Funding Available
Backyard Units + Suites
- $10,000 per new backyard or secondary suite + $5,000 bonus for suites built with a new principal dwelling
OR
- Up to $10,000 for upgrades to bring existing (pre-2024) suites into code compliance
Projects with 3+ Units (apartments, townhouses, fourplexes, etc.)
Program Requirements
- Projects must be located within the Town of High Level
- Contractors and developers must hold a valid Town business license
- Max grant per project: $50,000 (unless otherwise approved by Council)
- Max total annual program funding: $125,000
- Projects must focus on new builds or code compliance (not general maintenance)
- Preference may be given to affordable housing projects and those projects using locally sourced materials
